Buying a car in Costa Rica is not only an OUTRAGEOUSLY EXPENSIVE thing (the taxes are out the roof!!!!!!!! We will also need to elect a new Vice Chair and Member at large, since Maria Holiday and her husband went to Azerbaijan, and Giana had to resign. Nominations will be accepted up to and at the meeting, please nominate yourself if you would like to become more active in DACR by calling David Truslow at 2-228-2041.
The Chair and Vice Chair have to be of the opposite sex, so since David is the Chair, we need a woman as Vice Chair. For our program this March we are asking that you bring to the meeting your talking points for GOTV (Get Out The Vote - en.wikipedia.org/wiki/Get_out_the_vote) for the coming mid-term elections. For me personally it is scary what the Republicans want and the money they have to get it. It is our job to win the hearts and minds of voters because as Democrats we will never have the money to buy those votes. Dr. Victoria Fontan, Democrats Abroad in Costa Rica's in-country expert on the Middle
East and professor at the University for Peace, will speak to us about
the current situation in that area of the world. Those of you who have
heard Dr. Fontan speak at DACR's meetings have much more insight to the
issues of that region and the story behind the headlines. If you have
not, then this meeting will give you a crystal ball into the
possibilities of outcomes in Syria, Egypt, and their neighborhood of
nations. DACR postponed the regular meeting for one week in order to
accommodate Dr. Fontan’s schedule.

The Municipality of San José invited craftsmen / as to participate in the project. "Temporary craft fairs"This
project aims to enable the Municipal Handicraft Market, by scheduling
fairs during weekends (Thursday, Friday, Saturday & Sunday) for the
exhibition & sale of crafts, products of designers & visual artists& artisans living in the country. From July 3 to December 24, 2015
approximately 3:10 PM, September 16, 2015, an individual known to Costa
Rican authorities for involvement in the distribution of narcotics was
murdered at a public playing field in the Pozos neighborhood of Santa
Ana east of the Lindora Road. During this attack, an unknown number of
assailants fired multiple rounds at the victim, striking the victim four
times. Police believe the attack was related to the victim’s
involvement in the local drug trade.
incident is the most recent in a trend of daytime assassination-style
shootings and other violent criminal acts that have taken place within
U.S. Embassy residential neighborhoods and at venues frequented by U.S.
Embassy personnel. While U.S. Embassy personnel have not been targeted
by these attacks, expatriate U.S. citizens have occasionally been
attacks reflect a sharp rise in the annual homicide rate in Costa Rica,
which increased almost 15 percent between 2013 and 2014. In 2015, the
annual homicide rate is on pace to increase by an additional 12
percent. The Regional Security Office (RSO) of the U.S. Embassy
assesses that many of the incidents in the metropolitan San Jose area
relate to disputes among local organized criminal elements over control
of the distribution of narcotics to neighborhoods south and east of the
RSO has the following recommendations to lower your risk of exposure to violence:
Maintain your situational awareness at all times while out and take
note of vehicles or individuals that appear out of place or unusual.
As in the United States, take note of the location of entrances, exits,
and stairwells in order to facilitate a hasty movement to safety.
- Do not hesitate to leave a venue if you suspect something unusual is about to happen.
- Report anything that appears abnormal to the local police at 911, or if you are near the U.S. Embassy, to Post One at 2519-2590 or 2519-2800.
In the event you are present during a violent altercation, you should:
· Stay low and immediately seek cover behind solid objects or walls.
· Assess the situation and determine if you can safely move to a more secure location.
· Quickly check yourself and those with you for injuries.
· Call 911 to report the incident to Costa Rican authorities once it is safe to do so.
UPDATE: The missing woman and her two children were located and in good
health. They had apparently traveled to a remote area near Chirripo
without phone or Internet service without advising family members. The
family thanks the public for their concern.
A woman from the United States and her two young
children who had been visiting Costa Rica since July have been missing
since September 7th. The family of 44-year-old Amber Lynn Chaney are asking for the public’s assistance in locating the woman and her two young children, 8-year-old Ava and 5-year-old David. They were last seen getting into a car at 10:38 a.m. after checking out of the Hotel Villa Los Candiles in the western San Jose suburb of Santa Ana. According to cell phone records provided by Verizon, her cell phone from the US has not been used since the day she went missing, and a prepaid phone she was carrying goes straight to voicemail, according to a private investigator who spoke to ICR News. The US Embassy and local authorities have been notified but there has been no sign of the family since they went missing. Speaking to ICR News by telephone, the missing woman’s sister, Elizabeth Chaney, said that her sister, who lives in Maryland, always stayed in regular contact while traveling and it would be completely out of character for her to go more than a few days without contacting family. Chaney said that her sister is fluent in Spanish and had traveled to Costa Rica in the past, and was considering relocating here. The woman and her children were traveling with a black puppy that they rescued from a beach during a recent trip to Dominical.
